Spare tire under truck question?

I have a 2000 GMC Sierra. The turning mechanism is broke so the tire will not lower. I don't know how to lower the tire down. I can't take bolt cutters to cut the wire because the tire is in the way. I unbolted part of the fame that was holding the tire in place but i can't unbolt the wrench holding it up because the tire is in the way. I'm kinda stuck and can't figure out what to do next. It sucks more because since i took the brace off the tire spins and moves back and forth.
