Why do soccer players have + 5 on their shirts?

I watched the Mexico vs. USA game last night and 2 or 3 Mexico players had a plus sign and a 5 taped on their shirts. My dad told me it was about performance enhancers but I still don't get why put it on their shirts? I just don't get it.
