Is there supposed to be a choke plate on ryobi brush cutter carb?

I have an 07 RY30562 that never has been great. Never would run a max RPM and took forever to warm up, so I decided to take a look at it to see what I could do. After removing the filter and cover the first thing I noticed was the common brass bar with a flat spot on it for a choke plate. There is no choke plate or is there any threaded holes for a screw to hold a plate. Was this a factory screw up?
