What to do about a bike theif?

I had 2 bikes stolen recently. I know it had to have been my neighbor in my apt building. He's the only one to have shown interest in the bikes. The bike lock was cut and left on the back porch. I went to my neighbor to ask if he had seen anything. upon entering I see a bottom cupboard drawer open with 2 gloves hanging out and wire cutters sitting on his kitchen table. I spoke with a neighbor downstair who said that had went out to smoke @ 2 am (bikes were there) & saw a friend of my neighbor emptying out the back of their van (as if to make room) They went back out @ 3 am and the van and the bikes were gone. I've already talked to the police and provided them with this evidence and they haven't done ****. I know the bastard did it I'm at a loss as to what to do now.
